Teachers play an essential role in the learning process and in making it a fruitful experience for every student. The pandemic, the rapid transition from face-to-face to distance learning have further showed teachers’ fundamental contribution to our societies. At the same time, the teaching profession has been going through a vocational crisis for some years with schools sometimes struggling to find competent teachers. So, which kind of solutions have national and European policy-makers been trying to develop in order to overcome these challenges? Our report focuses on lower secondary teachers and contributes to this debate by providing evidence on both policies and practices. It combines Eurydice data on national legislation with data on teachers’ practices and perceptions from the OECD Teaching and Learning International Survey (TALIS). The data analysis helps to understand the impact of national policies on teachers’ behaviors, and build new scenarios for evidence-based reforms.
